Yes, we are supporting IPv6 in our new Germany OVZ VPS plans: OVZ1-OVZ6. By default all new OVZ VPS servers gets 5 IPv6 addresses, but you can add more IPv6 addresses for free. Just open support ticket with the request.

Yes, we can assign IP6 subnet to your USA dedicated server for free. Just open support ticket with the request.
